Chester County Commissioners Announce Second Round of Main Street Funding

Chester County Commissioners Marian Moskowitz, Josh Maxwell, and Michelle Kichline approved today a further $10 million in funding to support small businesses and agricultural enterprises impacted by the COVID-19 pandemic.  Available under the Chester County Main Street Preservation program, grants will be administered by the Chester County Economic Development Council (CCEDC) at the request of the Commissioners.

Overview

Chester County recognizes the need to support small businesses in this time of uncertainty and economic challenge. The Chester County Main Street Business Preservation Program is a competitive grant program that will provide $10 million in grants to small businesses and agricultural enterprises impacted by COVID-19.

Are You Eligible?

The Chester County Main Street Preservation Grant is intended to provide support to businesses and business locations that had 2019 revenue of $5 million or less either company-wide or at a specific Chester County location.

Applicants must be for-profit businesses with less than $5,000,000 in annual revenue. Companies that received grants through the Main Street Program in Round 1 are not eligible to apply in Round 2.

Please note that there are two application options.  Please review the two options below and select the option that best describes your company.  Choose the application that best fits your business.  You may only submit ONE application.
1. Company-wide, my business had fiscal 2019 revenue of $5 million or less (A selection box will be located before the question.  If the applicant selects this option then it will be directed to the application form entitled “Application Form $5 Million and Less”)
2. Company-wide, my business had fiscal 2019 revenue in excess of $5 million; however, I am applying for a single location in Chester County that had 2019 revenues of $5 million or less (A selection box will be located before the question.  If the applicant selects this option then it will be directed to the application form entitled “Application Form for Single Location”)

Other eligibility requirements:

  • Business operations must be physically located in Chester County (regardless of owner’s residence or location of business incorporation).
  • Applicants must have at least $50,000 in annual operating expenses.
  • Applicant businesses must have been formed and in operation no later than 2019 (businesses formed in 2020 are not eligible).
  • Passive businesses, such as commercial or residential landlords, are not eligible.
  • Owners of multiple locations or multiple businesses in Chester County that have combined revenues in excess of $5 million may apply for a single location or a single business if the total revenue for that location or business was $5 million or less in fiscal 2019.
  • Business must be open and operational at time of grant disbursement.
  • Business must document a loss of revenue of at least 30% to be established by comparing revenues from January 1, 2019 through September 30, 2019 to revenues from January 1, 2020 through September 30, 2020.

Maximum Grant Awards

  • Not to exceed $49,500 for businesses with 2019 revenue of $1 million or more 
  • Not to exceed $25,000 for businesses with 2019 revenue of less than $1 million.

Grant Evaluation & Scoring
All applications submitted within the application window will be considered and scored on a competitive scale. Strong applicant companies are businesses that have:

  • Significant negative impacts from COVID-19, including declines in revenue
  • Full-time and/or part-time employees that can be supported by the grant award
  • Have been forced to incur significant additional expenses to operate safely 
  • Demonstrated the ability to remain viable upon re-opening 

How Can These Funds Be Used?

Grant funds may be used to cover working capital costs necessary to maintain a business during COVID-19 disruption, including payroll, rent, mortgage, supplies, and other operating expenses.  Funds must be reimbursement for costs incurred prior to December 30, 2020.


How to Apply

  • Application window will be open from Thursday, December 17 at 8:30am through December 23 at 5pm.   All applications received within that window will be reviewed and considered equally.
  • Once the application is live, it will be accessed through the website of the Chester County Economic Development Council (CCEDC).  Scroll down for application.
  • A full checklist of what is needed to apply is provided below.

Due to expected high demand and tight time constraints, incomplete applications will not be considered. 


What to Expect After Applying

Once the application window has closed, applicants can expect awards to be announced in mid-January.  CCEDC will notify all applicants of their status once the review period has ended.
