Meet the Program Director: Wilfred Muskens

As Program Director of Pennsylvania Global Business Advisors (GBA), Wilfred Muskens brings unique expertise in the areas of business and diplomatic relations as he helps to lead the international operations of the organization.  A proud Pennsylvania resident with extensive international experience, Wilfred’s focused approach has helped scores of PA companies to grow globally and international businesses to establish operations in the Commonwealth. A native to the Netherlands, Wilfred lived and worked in France for ten years in regional economic development before joining the Administration of PA Governor Tom Ridge as Director of Foreign Direct Investment for the Governor’s Action Team. He was appointed Deputy Secretary for International Business Development by Governor Ed Rendell and was reconfirmed in that position by Gov. Tom Corbett and Gov. Tom Wolf. Wilfred joined the law firm of Stevens & Lee to set up their new international subsidiary. He has worked for numerous clients, including SALVEO (France), Kutch Industries Association (Gujarat, India), Urban Animals (India), Arcobaleno Pasta Machines (PA), and the Oman Trade Office US.  Wilfred was appointed Honorary Consul in Philadelphia for the Kingdom of the Netherlands in 2018 by the Dutch Ministry of Foreign Affairs.

Wilfred earned his Masters in French Language & Literature from Utrecht University and a Masters in Modern History from Université Bordeaux Montaigne.  In addition to being passionate about helping others with all aspects of international affairs, Wilfred is the proud father of three daughters and a son and lives in Lancaster, PA.

Meet the Project Director: Matthew P. Cabrey

As Project Director of Pennsylvania Global Business Advisors (GBA) team, Matt Cabrey (Kay-Bree) helps to drive the awareness, reach, impact and programming of this unique initiative. With highly-engaged staff and volunteers, GBA is helping Pennsylvania businesses to grow globally, and welcomes companies from around the world to Pennsylvania, providing connections, resources and solutions to help them get established and grow in the Commonwealth.  Matt works closely with the GBA Program Director and the GBA Board on all levels of engagement activities – from coordinating and hosting international delegations to providing advice and educational programs that help Pennsylvania-based companies to think, act and grow globally.            

Matt has more than 30 years of experience in economic  development, biopharmaceuticals, financial  services, marketing and communications, media, and nonprofit sectors.  He has traveled to more than 60 cities in 18 countries, supported business operations and growth in three countries, and has organized and hosted numerous regional, national and international business initiatives and delegations.  In addition to his work with the CCEDC’s GBA initiative, Matt also leads CCEDC’s Ideas x Innovation Network.  He previously led Select Greater Philadelphia, a regional business attraction marketing organization focused on growing the economic vibrancy of southeastern Pennsylvania by attracting new businesses, jobs and talent. He has held leadership roles with Shire plc, PNC Bank, Keystone Mercy Health Plan, the American Red Cross, and CBS Radio.

A frequent speaker, moderator and advisor, Matt has appeared on numerous media outlets discussing topics ranging from business growth and economic issues to greater Philadelphia’s assets and history.  A graduate of Penn State University, Matt earned a BA in journalism with a minor in sociology. A proud native of Philadelphia’s Overbrook neighborhood, Matt and his family live in Chester County, PA.
